    <ns1:description language="sr">Predmet analize ovog rada je odnos demokratije i medija u eri globalizacije, koji je 
složen  a  često
i  protivrečan.  Naime,  liberalna  teorija  je  polazila  od  pretpostavke  da  bolja 
informisanost građana omogućava jačanje demokratije, što se nije uvek pokazalo tačnim.  U meri 
u kojoj se demokratija formalno širi i postaje sve više  „način života“, ona danas,
paradoksalno,  
doživljava krizu na svom izvorištu. 
Tržišna ekonomija je kroz istoriju bila jedan od stožera 
demokratskog društva, jer, bez ekonomskih sloboda nema ni političkih. Međutim, paradoksalno, 
tržišna orijentacija medija, logika profita na kojoj s
ve više funkcionišu u današnjem svetu, ne 
retko podriva njihovu ulogu u promovisanju demokratskih principa i borbi za opšte dobro.
Umesto „četvrtog staleža“, mediji postaju prostor borbe za simboličku moć, odnosno 
nadmetanja oko stvaranja značenja i tumače
nja stvarnosti. To je, zapravo, danas ključno poprište 
borbe u politici i javnom životu uopšte, umesto za klasične poluge vlasti.  Naime, 
i
majući u vidu 
sve veću složenost modernih društava, sve su učestalija mišljenja da je
manipulacija neizbežna u 
libera
lnim demokratijama, jer one nemaju resurse da zadovolje interese svih građana. Tako 
Lipmana  (Lippmann),  uznemirava  činjenica  da  probleme  koji  uzdrmavaju  demokratiju  nije 
moguće rešiti demokratskim metodama.  Zato je veoma važna uloga medija u određivanju 
a
gende (agenda setting) 
–
mada u krajnjoj instanci njenu suštinu oblikuju politički i ekonomski 
centri moći. 
Mediji ne kotrolišu politiku, ali kreiraju prostor u kome se danas uglavnom odvija 
politika, odnosno u kome je jedino moguć dijalog. 
Dakle, mediji r
eaguju na te okolnosti, ali ih ne 
stvaraju. To znači da m
ediji više slede nego što vode. 
Stoga se može reći da su osim kontrolora 
vlasti (watchdog), mediji, istovremeno, i „poslušno kučence“ (lap dog). 
Sve je više pokazatelja da su mediji opterećeni višes
trukim hroničnim demokratskim 
deficitom, koji ne proizilazi samo iz njihovog neuspeha u konstituisanju demokratske javne 
sfere,  već  i  u  „saučesništvu
”
u održavanju nejednakosti, umanjivanju javnog znanja i 
isključivanju  javnosti.  U
loga  medija  se  često  svod
i na 
„
proizvodnju saglasnosti” 
(
manufacturing
consent).
Informacijska „mećava“, sa kojom se suočava moderni čovek, nameće problem smisla 
informacija. 
Može se reći da to 
„
zatrpavanje” informacijama, zapravo, vodi, na neki način, 
dezinformisanosti građana. O
bilje informacija ne znači nužno i veću različitost (more of the 
same) 
i u krajnjoj instanci otežava komunikaciju (fenomen „komunikacija bez 
komunikativnosti“) i, na taj način, stvaranju prostora za manipulaciju. Stoga su moderni mediji 
kritikovani kao ruš
ioci konverzacije...</ns1:description>

SUMMARY
The main purpose of this paper is to fathom the relat
ionship between democracy and the 
media in the era of globalization, which is complex and often contradictory. Liberal theory is 
guided by the assumption that a better informed citizenry strengthens democracy, although this 
has not always proven to be corr
ect. As
formal democracy spreads 
–
and from being originated 
as a rule 
it’s 
becoming more „lifestyle&quot; 
-
at the same time, paradoxically, it is suffering from a 
crisis at its core. 
The market economy has historically been considered one of the pillars of a 
democratic society, because, without economic freedoms political ones are 
inconceivable
.
However, paradoxically, a market driven media, the logic of profit which is ingrained in their 
operation in the contemporary world, often undermines their role in prom
oting democratic 
principles and the search for the common good.
Instead of playing the role of 
the 
„
Fourth Estate&quot;, the media become a space where 
competing interests battle over the symbolic power, creation and interpretation of meaning and 
reality. It is
a key battlefield on which political and public battles are fought, rather than for the 
control over the traditional levers of power. G
iven the increasing complexity of modern 
societies, manipulation appears inevitable within liberal democracies, because 
there are never 
enough resources to meet the demands of all citizens (Habermas). For that reason Lippmann 
confronts the disturbing awarnes that the problems that vex democracy seem unmanagable by 
democratic methods. The media&apos;s role is of the utmost import
ance in setting society&apos;s agenda, 
although
its essence is ultimately shaped by political and economic power centers which pull 
strings.
The media does not neceserarly exert control over politics, however, they provide the 
space in which politics is played 
out, or the dialogue is only possible. In this sense, the media 
responds to circumstances but does not create them. This means that the media more often 
follows than leads in setting the agenda. For that reason, in addition to being a „watchdog
“,
the 
medi
a acts as a „lap dog
“
, too.
There is growing evidence that the media suffers from multiple chronic democratic 
deficits, which stem not only from their failure to establish a democratic public sphere, but also 
in their „
complicity“
in the maintenance of ine
quality, minimizing public knowledge, and the 
exclusion of the public from  delberation and decision making. The role of the media is often 
reduced to the „consent manufacturing“...</ns1:description>
