    <ns1:description language="sr">Apstrakt: U radu se razmatraju teme prisutnosti
korupcije i traganja za rentom u Srbiji, kao ključnim
institucionalnim ograničenjima sa kojima se
u post-tranzicionom periodu suočava ekonomski
i društveni razvoj Srbije. Odgovara se na pitanje
u kojoj je meri sistem zasnovan na korupciji i
traganju za rentom u Srbiji naknadno postao
dominantan u post-tranzicionom periodu, upravo
iz razloga neadekvatnih ekonomskih i političkih
reformi, kao i zbog promovisanja stabilokratije kao
sistema vladanja u Srbiji u prethodnoj deceniji.
Aktivnosti traganja za rentom podrazumevaju
aktivnosti pojedinaca i interesnih grupa kojima
se ovim pojedincima, ili njihovim saradnicima
obezbeđuje mogućnost prisvajanja nekog oblika
rente, a time i direktne ili indirektne preraspodele
dohotka u njihovu korist. Traganje za rentom je
u ekonomskom sistemu direktno povezano sa
ograničenom konkurencijom, insitucionalnim
deficitom, državnom intervencijom u ekonomiji,
sistemskom korupcijom i organizovanim kriminalom.
U Srbiji je traganje za rentom povezano
sa diskrecionim pravima kreatora ekonomske
politike u domenu fiskalnih rashoda, ulaganjima
u infrastrukturne projekte, međudržavnim sporazumima
o ekonomskoj saradnji, ali i različitim
ograničenjima tržišne konkurencije ili stavljanja
u povoljniju poziciju nekih od učesnika na tržištu.
U političkom sistemu je traganje za rentom
povezano sa deficitom demokratskih političkih
institucija, kao i sa stabilokratijom kao formom
političkog vladanja u kojoj ne postoji ozbiljna
pretnja političarima na vlasti da će biti kažnjeni
u izbornom procesu gubitkom vlasti. U radu se
razmatra i da li široko prisvajanja različitih
formi rente u Srbiji za posledicu ima formiranje
ekonomske i političke elite čiji su motivi da se
takvo stanje održi, što nepovoljno utiče na budući
ekonomski i društveni razvoj Srbije. Kao
zaštitnici takvog stanja javljaju se i one stukture
društva koje učestvuju u prisvajanju nekih formi
„kvazi-rente“, a koje se odnose na manje iznose
finansijskih sredstava ili nekih privilegija koje
prisvajaju po osnovu svoje političke, odnosno
partijske pripadnosti.</ns1:description>
    <ns1:description language="en">Abstract: The paper discusses the topics of the presence of corruption and rent-seeking in Serbia,
as the key institutional limitations faced by the
economic and social development of Serbia in the
post-transition period. It answers the question
to what extent the system based on corruption
and rent-seeking in Serbia subsequently became
dominant in the post-transition period, precisely
because of inadequate economic and political
reforms, as well as due to the promotion of stabilocracy
as a system of government in Serbia
in the previous decade. Rent-seeking activities
include the activities of individuals and interest
groups that provide these individuals, or their
associates, with the possibility of appropriating
some form of rent and, thus, direct or indirect
income redistribution in their favor. Rent-seeking
in the economic system is directly related to
limited competition, institutional deficit, state
intervention in the economy, systemic corruption,
and organized crime. In Serbia, rent-seeking activities are connected with the discretionary
rights of economic policymakers in the domain of
fiscal expenditures, investments in infrastructure
projects, and interstate agreements on economic
cooperation, but also with various restrictions on
market competition or placing some of the market
participants in a more favorable position. In the
political system, rent-seeking is connected with the
deficit of democratic political institutions, as well
as with the form of political governance. Another
issue is raised in the paper, which relates to the
consequences of the widespread appropriation of
various forms of rent in Serbia, which results in
the formation of an economic and political elite

whose motives are to maintain such a situation,
which adversely affects the future economic and
social development of Serbia. Those structures
of society that participate in appropriating some
forms of “quasi-rent” and which refer to smaller
amounts of financial resources or some privileges
that they appropriate based on their political or
party affiliation appear as protectors of such
unfavorable situations.</ns1:description>
