o:35035 Научни колонијализам и комерцијализација науке као последица сцијентометријског приступа у друштвено-хуманистичким наукама Scientific Colonialism And Science Commercialization As A Consequence Of The Scientometric Approach In Social Sciences And Humanities sr САЖЕТАК: У раду се разматрају последице безусловне примене резултата сцијентометрије (наукометрије) у друштвенохуманистичким наукама. Аутор полази од тога да нека наука може да почива и на погрешном аксиому, о чему се када је у питању сцијентометрија може дискутовати, али да без обзира на то научна политика једне земље не мора да се ослони само на резултате једне науке. Управо је то проблем са научном политиком Србије: она резултате рада истраживача вреднује искључиво сцијентометријским показатељима, не уважавајући или недовољно уважавајући специфичности различитих наука и научнихдисциплина. Ово за последицу има потпуну маргинализацију друштвено-хуманистичких наука које по природи ствари врше истраживања која не могу да обезбеде велики комерцијални успех; с друге стране, примењене науке, оне које доносе профит, су и додатно фаворизоване, као и истраживачи који истражују у тим научним областима. Тако наше научне успехе меримо оствареном зарадом (нпр. у креирању софтвера за гејминг индустрију), а не постигнутим остваривањем национално значајних пројеката (нпр. објављивањем новог тома Речника српскохрватског књижевног и народног језика САНУ, који се израђује већ 70 година, а стигао је до недовршеног слова П, или издавањем Српске енциклопедије, чије се финансирање стално отеже, иако је Законом регулисано). Сем тога, релевантним научним достигнућима сматрају се само она објављена у међународној научној периодици, док су националне научне монографије или лексикографија потпуно потцењени. Све ово нас заправо води ка истраживању оних друштвених феномена који би могли да буду интересантни међународним часописима, али не и оних који су друштвено значајни и важни са аспекта српског друштва и српске науке. Сем тога, последице су и фаворизовање текуће научне продукције и, истовремено, запостављање научне баштине (српске и светске), која је такође елемент науке као облика људске спознаје света. Ово су само неки од елемената комерцијализације и колонијализације наше науке који ће у раду бити размотрени. SUMMARY: The paper elaborates on the consequences of the unconditional application of the scientometrics results in social sciences and humanities. The author’s starting point is that a science may also rely on the wrong axiom, which may be discussed when scientometrics is concerned, but despite it, the science policy of a country does not have to rely only on the results of one science. That is exactly the problem with Serbia’s science policy: it values the results of researchers’ work solely by scientometric indicators, without or insufficiently appreciating the specific features of different sciences and scientific disciplines. The consequence of this is complete marginalization of social sciences and humanities which, by their nature, conduct research that cannot ensure a large commercial success; on the other hand, applied sciences, the ones that gain profits, are additionally favoured, just as the researchers conducting research in these scientific fields. Therefore, our scientific successes are measured by the gained profits (e.g., in the creation of software for the gaming industry, which is a technical and not a scientific success, and not by the achieved realization of the nationally important projects (e.g., the publication of the new volume of the Dictionary of the Serbo-Croatian Literary and Folk Language of the Serbian Academy of Sciences and Arts, which has been prepared for 70 years and reached the letter “P”, still incomplete, or the publication of the Serbian Encyclopaedia, the financing of which is constantly delayed although it has been regulated by the Law). Furthermore, relevant scientific achievements are considered only those published in the international scientific periodicals, while national scientific monographs or lexicography are extremely undervalued. Achieving a completely practical goal of increasing the citation, the papers of domestic authors in Serbian periodicals rely dominantly on Anglo-Saxon literature, while journals, in order to enter international journal bases, begin publishing papers only in English, which has been shown in the conducted research of seven highly-valued Serbian journals in the period 2018–2022. The subject of scientific research now focuses on those social phenomena which may be interesting to international journals, instead of those which are socially important and significant from the aspect of Serbian society and Serbian science. In addition, the consequences are also the favouring of the current scientific production and, at the same time, neglecting the scientific (Serbian and world) heritage which is also an element of science as a form of human cognition of the world. Moreover, the development of the Serbian scientific terminology as a methodological element has been completely neglected and reduced to introducing anglicisms into Serbian science. These are only some of the elements of the commercialization and colonialization of our science considered in this paper.
