  <dc:description xml:lang="srp">Apstrakt: Najnovija dešavanja u svetskoj privredi, izazvana svetskom ekonomskom krizom 2009. godine, zaoštravanjem režima međunarodne trgovine
između velikih svetskih privreda, u prvom redu SAD i Kine, kao i pojavom
globalne pandemije COVID-19 tokom 2020. godine, uslovili su pojavu koju većina autora percipira kao proces deglobalizacije, ili usporavanja globalizacije
svetske privrede (eng. Slowbalisation). Veliki geoekonomski lomovi u svetskoj
privredi uticaće i na kreiranje budućeg multilateralnog režima međunarodne
trgovine. Da li to podrazumeva novu blokovsku podelu sveta? U periodima
kada je multilateralizam u međunarodnoj trgovini usporen, onda bujaju
regionalni i bilateralni trgovinski ugovori. Na taj način se prevazilaze brojna
ograničenja postojeće regulative na multilateralnom nivou, kao i nemogućnost
primene postojeće regulative na regionalnom nivou. Ovome treba dodati i potrebe neometanog funkcionisanja globalnih lanaca vrednosti, kome, u najvećoj
meri, doprinose upravo regionalni trgovinski sporazumi. Stavovi o njihovoj
ulozi su podeljeni od onih koji ih smatraju pokazateljem nesavršenosti multilateralnog sistema, do onih koji ih vide kao potencijalne gradivne elemente budućeg multilateralizma. Trenutno, ovi sporazumi uključuju brojne oblasti,
za koje je trebalo proširiti, ili produbiti postojeću regulativu multilateralnog
nivoa, a takođe omogućuju i pojednostavljuju konkretnu primenu postojeće
regulative. Jedan od najsveobuhvatnijih primera primene na regionalnom
nivou jeste primena Sporazuma o Olakšavanju međunarodne trgovine, donetog pod okriljem Svetske trgovinske organizacije. Postepeno, mere iz domena
Olakšavanja međunarodne trgovine, uključuju se u osnovne strukture regionalnih ekonomskih sporazuma. Prava primena i konkretizacija sveobuhvatnog i teoretski dobro postavljenog Sporazuma o olakšavanju međunarodne
trgovine, sve češće se sagledava na regionalnom nivou. Ostaje utisak da je na
multilateralnom nivou dosegnut maksimum i da se dalja pitanja odvijanja
međunarodne trgovine sve intenzivnije preseljavaju u regionalne sporazume.

  <dc:description xml:lang="eng">Abstract: The latest developments in the world economy caused by the 2009
global economic crisis, as well as the deterioration of trade regime between the
world’s major economies, primarily the United States and China, as well as the
emergence of the global COVID-19 pandemic in 2020, have coused the phenomenon that most authors perceive as a process of deglobalization, or slowing
down of the globalization processes in the world economy (Slowbalisation).
Major geoeconomic fractures in the world economy will also affect the creation
of a future multilateral trade regime. Does this mean a new block division of
the world in economic terms? In periods when multilateralism in international
trade slows down, regional and bilateral trade agreements flourish. In this way,
a number of limitations of existing regulations at the multilateral level are
overcome, as well as the impossibility of applying the existing regulations at
the regional level. To this we should add the need for the smooth functioning of
global value chains, which are mainly contributed by regional trade agreements.
Attitudes about their role are divided from those who see them as an indicator
of the imperfections of the multilateral system, to those who see them as potential building blocks of future multilateralism. Currently, these agreements include a number of areas, for which existing multilateral-level regulation sought to be extended or deepened, it also allows and simplifies the implementation of
existing regulations. One of the most comprehensive examples of application at
the regional level is the implementation of the Trade Facilitation Agreement,
adopted under the auspices of the World Trade Organization. Gradually, measures in the field of facilitating international trade are being included in the
basic structures of regional economic agreements. The real implementation and
concretization of a comprehensive and theoretically well-established Agreement
on facilitating international trade is increasingly seen at the regional level. The
impression remains that the maximum has been reached at the multilateral
level and that further issues of international trade are increasingly moving
into regional agreements.</dc:description>
