o:28895 MERE PODRŠKE KORIŠĆENJU OBNOVLJIVIH IZVORA ENERGIJE KOMPARATIVNI PRIKAZ SUPPORT MEASURES FOR THE USE OF RENEWABLE ENERGY SOURCES: COMPARISON sr Rezime Potreba za korišćenjem obnovljivih izvora energije je sve više prisutna. U okviru međunarodnih institucija i pojedinačno, veliki broj država radi na dostizanju zahtevnih ciljeva vezanih za povećanje korišćenja obnovljivih izvora energije, te je uočljiv intenzivan razvoj mera i instrumenata u pojedinim državama. Na temelju toga, u stručnoj javnosti se razvila debata koja strategija i mere podsticaja korišćenja energije iz obnovljivih izvora je najefikasnija. Imajući u vidu da su mogućnosti proizvodnje energije u poljoprivredi velike, ovo pitanje je svakako od značaja i za poljoprivredne proizvođače i sve ostale učesnike u agrarnom sketoru. U radu je dat pregled nekih stavova stručne javnosti, koji su u velikoj meri usaglašeni, da su se cenovni podsticaji, pre svega, feed-in tarife (FIT), u praksi pokazale kao najefikasniji instrument, posebno kod rane faze ulaganja i instaliranja kapaciteta. Treba napomenuti i da u praksi nije najvažniji samo odabir odgovarajućih mera već i njihov konkretan dizajn Summary There is a growing need for use of renewable energy sources. Within international institutions and individually, a large number of countries are working towards the achievement of challenging goals related to the growing use of renewable energy sources. There is significant development of measures and instruments for their use in certain countries. A debate has developed among professionals about what strategy and measures of encouraging the use of energy from renewable sources are the most effective. Bearing in mind that the possibilities of energy production in agriculture are high, this issue is certainly of importance for agricultural producers and all other participants in the agricultural sector. The paper gives an overview of professionals’ attitudes, who mostly agree that price incentives, above all feed-in tariffs (FIT), have proved to be the most effective instrument in practice, especially in the early phase of investment and capacity installation. It should be noted that, in practice, not only the selection of appropriate measures is important, but their specific design as well.
