  <dc:description xml:lang="srp">Apstrakt: Predmet rada je kritičko sagledavanje
aktuelne regionalizacije i institucionalnog okvira
regionalnog razvoja u Srbiji u kontekstu pridruživa-
nja Evropskoj uniji, a u funkciji reafirmisanja naše
regionalne politike. Nakon isteka Strategije regio-
nalnog razvoja Srbije 2007-2012, kao da je nastupi -
lo zatišje na planu regionalnog aspekta razvoja kod
nas. Kasni se sa donošenjem Nacionalnog plana re-
gionalnog razvoja, a posebno akcionog plana u do -
menu regionalne politike. Sa gašenjem Ministarstva
ekonomije i regionalnog razvoja, regionalna pro-
blematika se zanemaruje u našim javnim politikama
(spušta se na nivo odeljenja u odgovarajućim mini-
starstvima, odnosno danas na nivo nadležnosti mini -
stra bez portfelja). Pored toga, primetno je odsustvo
regionalnog i/ili teritorijalnog aspekta razvoja u
studijskim programima ekonomskih visokoškolskih
institucija, kao i nedovoljna zastupljenost ove tema-
tike u domaćoj literaturi i u akademskoj zajednici
uopšte. Pri tome, regionalni dispariteti u Srbiji su
među najvećima u Evropi. U tom smislu, zabrinjava
činjenica da kreatori javne politike ne pridaju odgo-
varajući značaj pripremama za otvaranje Poglavlja
22, koje se odnosi na regionalni razvoj. Stoga, Re-
publika Srbija u nedovoljnoj meri koristi evropske
fondove kako bi obezbedila ravnomerni regionalni
razvoj, što je i njena ustavna obaveza. Povremene
i neusklađene aktivnosti usmerene na podršku ra-
zvoju nerazvijenih područja daju samo sporadične i
nedovoljno održive rezultate. Sve to u znatnoj meri
kao da predstavlja bitnu kočnicu uspešnijeg rasta
i razvoja zemlje u celini. Stoga se, kao neodložan
zadatak, nameće pitanje modernizacije institucija i
donošenja funkcionalne regionalne politike sa kva-
litetnim akcionim planom. Pri tome, u fokusu moraju
biti intencije Kohezione politike EU, posebno sa sta-
novišta njenih mehanizama i mera kojima se deluje
na smanjivanje regionalnih nejednakosti.</dc:description>
  <dc:description xml:lang="eng">Abstract: The subject of the paper is a critical review of the current regionalization and institutional
framework of regional development in Serbia in the
context of joining the European Union, in the function of reaffirming our regional policy. After the ex -
piration of the Strategy of Regional Development of
Serbia 2007-2012, as if there was a slowdown in the
regional aspect of development in our country. It is
late with the adoption of the National Plan of Regional Development, and especially with the action
plan in the area of regional policy. With the closure
of the Ministry of Economy and Regional Development, regional issues are ignored in our public
policies (it goes down to the level of departments in
the relevant line ministries, or today, to the level of
competence of the minister without portfolio). In addition, the absence of a regional and/or territorial
aspect of development in the study programs of economic higher education institutions is noticeable,
as well as insufficient representation of this topic in
domestic literature and in the academic community
in general. In the same time, regional disparities in
Serbia are among the largest in Europe. In this regard, it is worrying that public policy makers do not
attach adequate importance to the preparations for
the opening of Chapter 22, which relates to regional development. Therefore, the Republic of Serbia
insufficiently uses European funds to ensure a balanced regional development, which is its constitutional obligation. Occasional and non-harmonized
activities aimed at supporting the development of
underdeveloped areas provide only sporadic and insufficiently sustainable results. All this is, to a considerable extent, as if presenting an important brake
of more successful growth and development of the
country as a whole. Therefore, as an urgent task, the
issue of modernization of institutions and the adoption of a functional regional policy with a quality
action plan is posed. In addition, the focus must be
on the intentions of the EU Cohesion Policy, in particular from the point of view of its mechanisms and
measures aimed at reducing regional inequalities.</dc:description>
