o:28842 Institucije kao determinanta dometa reformi primer nezavisnosti centralne banke Institutions as a Determinant of the Reforms’ Extent: The Example of the Central Bank Independence sr Apstrakt: Ekonomske reforme mogu biti uspešne samo ako su bazirane na podlozi kvalitetnih institucija. Interakcija političkih i ekonomskih institucija bitno definiše kona- čan rezultat „igre“. Politička makroekono- mija objašnjava načine te interakcije, kako sa pozitivnog, tako i sa normativnog aspekta. Uspešnost jednog istog tipa reformi u praksi nije ista. Osnovano se postavlja pitanje koji je to faktor koji determiniše uspešnost reformi. Veliki broj ekonomista saglasan je da su to in- stitucije. Model D. Ačemoglua, S. Džonsona, P. Kverubina i Dž. Robinsona nastoji da da odgovor na to pitanje na primeru nezavisnosti centralne banke. Stepen ograničenja sa kojima se suočavaju političari bitan je element uspe- šnosti reformi u ovoj oblasti. U tom kontekstu nastojali smo da odredimo potencijal reform- skih procesa sa kojim se susreću Srbija i zemlje regiona po ovom pitanju. Koristeći podatke koje su koristili i autori originalnog modela, možemo zaključiti da sve zemlje regiona imaju veliki potencijal da kreiraju uspešne reformske procese, te da efektivnost ekonomske politike zavisi od okruženja u kome se ona sprovodi, a koje je izgrađeno na bazi ekonomskih i politič- kih institucija. Abstract: Economic reforms can be successful only if they are based on the quality institutions. The interaction between political and economic institutions crucially defines the outcome of the “game”. Political macroeconomics explains the types of these interactions, from the positive and the normative aspect. The outcome of the same reforms in the various conditions is not the same in the practice. It is reasonable to post the question about the factor that determines the success of the reforms. Many economists share the understanding that institutions are the answer. The model of D. Acemoglu, S. Johnson, P. Querubin, and J. Robinson tries to give the answer on that question on the example of the central bank independence. The level of constraints which are imposed to politicians is the important factor of the reforms’ success in this area. In that context, we tried to determine the potential space for reform processes which is immanent to Serbia and countries of our region. Based on the data that are used by the authors of the original model, we can conclude that all countries of the region, have significant potential to create successful reform processes, and that effectiveness of the economic policy depends on the environment of the policy implementation, which is developed on the basis of economic and political institutions.
