ljudski kapital i nivoa ostvarenog ljudskog kapitala sprovedena je saciljem da na osnovu međunarodno prihvaćenog konceptualnog okvira
omogući uvid u nivo investiranja u ljudski kapital u Srbiji i izabranim zemljama Centralno-
istočne Evrope i prikaže dostignuti nivo ljudskog
kapitala u ovim zemljama na osnovu odgovarajućih kvantitativnih i kvalitativnih pokazatelja.
Analiza ukazuje da u pogledu investicija u ljudski kapital Srbija ne odstupa od zemalja Centralno-istočne Evrope, ukoliko se posmatraju javne
investicije u obrazovanje. Međutim, primetno je
značajno odstupanje Srbije od zemalja posmatranog regiona ako se analiziraju efekti ovih investicija. Kako na osnovu kvantitativnih tako i
na osnovu kvalitativnih pokazatelja, uočava se
zaostajanje Srbije u odnosu na zemlje Centralno-istočne Evrope, što ukazuje na neefikasnost
investicija u ljudski kapital.</ns1:description>
    <ns1:description language="en">Abstract: The subject of the paper is a comparative analysis of investment in human capital and attained the level of human capital. The
aim of the paper is to show the insight into the
level of investment in human capital in Serbia
and selected Central and Eastern European
Countries (CEECs) on the basis of the international comparable framework and achieved
level of human capital in these countries using different quantitative and qualitative indicators. The analysis suggests that, regarding
public investment in education, Serbia does
not distinct from CEECs. However, the analysis indicates a substantial deviation of Serbia
compared to CEECs when it comes to the effects of these investments. On the basis of used
quantitative and qualitative indicators it can
be concluded that investment in human capital
in Serbia is ineffective.</ns1:description>
