  <dc:description xml:lang="srp">Apstrakt: Stanje socijalnog dijaloga i kolektivnog pregovaranja u Srbiji uglavnom se
opisuje kao nezadovoljavajuće, a napredak koji se ipak ostvaruje na različitim nivoima
ocenjuje se kao skroman. U svojim godišnjim izveštajima o progresu Srbije Evropska
komisija tipično izveštava o nepromenjenom stanju ili tek malim poboljšanjima u ovoj
oblasti. U skladu sa disciplinarnom tradicijom Industrijskih odnosa, naš rad bavi se si-
stematskim uzrocima ovakvog stanja kroz uporednu i istorijsku analizu procesa, institu-
cija i aktera socijalnog dijaloga i kolektivnog pregovaranja. Na osnovu ove analize
identifikujemo ključne prepreke uspostavljanju efektivnog socijalnog dijaloga i osmi-
šljavamo preporuke glavnih pravaca delovanja usmerenih na unapređenje normativno-
institucionalnog okvira i na unapređenje kapaciteta aktera socijalnog dijaloga.</dc:description>
  <dc:description xml:lang="eng">Abstract: The state of social dialogue and collective bargaining in Serbia are generally
described as unsatisfied, while the progress that had taken place in the previous years is
estimated to be modest at best. In its annual Progress Reports on Serbia, the European
Commission typically reports that the social dialogue remained at the same level or that
only minor improvements have occurred in this field. In accordance with the
disciplinary tradition of Industrial Relations, our paper addresses the systematic causes
of this situation through a comparative and historical analysis of the processes, institutions and actors of social dialogue and collective bargaining. Based on this analysis,
we will identify key obstacles for establishing efficient social dialogue in Serbia. We will
also make recommendations for the main courses of action aimed at improving the
normative-institutional framework and improving the capacity of social dialogue
actors.</dc:description>
