o:28812 Policentrični sistemi upravljanja od samoupravljanja do upravljanja sportskim klubovima (u znak sećanja na profesora Božidara Cerovića) Policentric management systems: from self-government to sports clubs management (in memory of professor Božidar Cerović) sr Apstrakt: Jedna od uvek aktuelnih tema u oblasti i ekonomske teorije, i poslovnog upravljanja, jeste svojinska struktura vodećih fudbalskih klubova. Rastući značaj svojin- skog aspekta analize klubova potenciraju brojna istraživanja objavljivana u nizu nauč- nih časopisa i knjiga. Kako zaključuju Rohde i Breur (2017), multi-vlasničke sinergije, koje su na delu u nekim od najjačih evropskih liga, predstavljaju izazovna istraživačka pitanja u ekonomiji sporta. Među različitim teorijsko-analitičkim postupcima koji se primenjuju u istraživanjima, posebno mesto ima primena teorije svojinskih prava. U Sr- biji se, kada je reč o vodećim fudbalskim klubovima, kao što su Crvena Zvezda i Parti- zan, dominantno pitanje, u dužem vremenskom period (od početka procesa privatizacije i tranzicije) može formulisati kao problem privatizacije: kada i u kom obimu? U radu se analiziraju iskustva u korporativizaciji fudbalskih klubova u najjačim ligama u Evro- pi, uz naglasak na rešenja u Nemačkoj ligi. Ova rešenja je i B. Cerović isticao kao mo- guća najbolja. Istraživanje potvrđuje prednosti modela na primeru fudbalskog kluba Bajern , kao i prihvatljivost ovakvog rešenja u Srbiji. Kada je u pitanju mogućnost nji- hove primene, naglasak je na ograničenjima koja proizilaze iz neadekvatnog razumeva- nja svojinskih prava (čemu se suprotstavlja koncept svojine, kao dominant mentalnoj matrici stanovnika Srbije). Nedostatnosti pravnih rešenja odnose se i na nedefinisanost zajedničkog dobra u pravnoj sferi. Slično je sa klupskim dobrom, te, konačno, neafirmi- sanost mehanizam policentričnog upravljanja Abstract: One of the always current topics in the field of economic theory and business management is the ownership structure of leading football clubs. The growing importance of the property aspect of club analysis is reinforced by the numerous studies published in a series of scientific journals and books. As Rohde and Breur (2017) conclude, multi-ownership synergies, which are present in some of the strongest European leagues, represent challenging research questions in the economics of sport. Among the various theoretical and analytical procedures used in research, the application of property rights theory has a special place. In Serbia, when it comes to leading football clubs such as Red Star and Partizan, the dominant question for a longer period (since the beginning of the privatization and transition process) can be formulated as a privatization problem: when and to what extent? The paper analyses the experience in corporatizing football clubs in the strongest leagues in Europe, with an emphasis on German league solutions. B. Cerović also pointed out these solutions as the best possible. The research confirms the advantages of the model on the example of the Bayern football club, as well as the acceptability of such a solution in Serbia. When it comes to the possibility of their application, the emphasis is on the limitations that arise from an inadequate understanding of property rights (which is opposed to the concept of property, as the dominant mental matrix of Serbian residents). The inadequacies of legal solutions also relate to the lack of definition of the common good in the legal sphere. It is similar with the club goods, and, finally, the lack of affirmation of the polycentric governance mechanism.
