  <dc:description xml:lang="srp">Apstrakt: Nakon 2000-te godine priliv stranih
investicija dobija na značaju, a njihova uloga u
obezbeđivanju privrednog rasta i razvoja Republike Srbije postaje od ključne važnosti. Zemlje
Jugoistočne Evrope su dominantno orijentisane
na projekte usmerene na povećanje efi kasnosti
(„Effi ciency Seeking“ projekte), te se podsticaji
uglavnom odobravaju na bazi broja radnih mesta
i visine investicije. Republika Srbija je formulisala
paket poreskih, direktnih finansijskih i ostalih investicionih podsticaja potencijalnim investitorima.
Predmet ovog istraživanja su 133 uspešno realizovana investiciona projekta kod kojih su dodeljivana sredstva podsticaja. U pitanju su projekti
dominantno iz oblasti prerađivačke industrije,
kod kojih su izvršena ulaganja, zaposlena nova
lica i održan broj novozaposlenih u tzv. periodu
monitoringa. Osnovni cilj istraživanja u ovom
radu je ocena efi kasnosti državnih podsticaja za
privlačenje investicija i novog zapošljavanja. U
svrhu sprovođenja ovog istraživanja biće korišćena
Analiza obavijanja podataka. Poseban akcenat biće stavljen na analizu teritorijalne raspodele
odobrenih podsticajnih sredstava, s obzirom da je
to u skladu sa jednim od važnih ciljeva Zakona o
ulaganjima. U njemu je posebno istaknuto, da bi
podsticajna sredstva trebalo koristiti za ubrzanje
rasta nerazvijenih opština i regiona u Republici Srbiji i smanjivanje ogromnih regionalnih neravnomernosti. Dodatno, pandemija korona virusa je značajno povećala nejednakosti u raspodeli
dohotka i bogatstva.</dc:description>
  <dc:description xml:lang="eng">Abstract: After 2000, the infl ow of foreign investments gained in importance, and their role in

ensuring the economic growth and development
of the Republic of Serbia is becoming crucial. The countries of Southeast Europe are predominantly
oriented towards “Effi ciency Seeking” projects,
and incentives are mainly approved on the basis of
the number of jobs and the amount of investment.

The Republic of Serbia has formulated a packa-
ge of tax, direct fi nancial and other investment

incentives to potential investors.
The subject of this paper are 133 successfully
implemented investment projects in which incentive

funds were allocated. These are projects predo-
minantly in the fi eld of manufacturing industry, in

which investments were made, new people were
employed and the number of new employees was
maintained in the so-called monitoring period. The
main goal of the research in this paper is to assess
the effi ciency of government incentives to attract
investment and new employment. For the purpose

of conducting this research, Data envelopment
analysis will be used. Special emphasis will be
placed on the analysis of the territorial distribution
of approved incentive funds, given that this is in
line with one of the important objectives of the
Law on Investments. It especially emphasized
that incentive funds should be used to accelerate
the growth of underdeveloped municipalities and
regions of Republic of Serbia and reduce huge
regional inequalities. In addition, COVID-19
pandemic has signifi cantly increased inequalities
in income and wealth distribution.</dc:description>
