Javno-privatna partnerstva (JPP) predstavljaju važan instrument za države u cilju prošire-
nja i unapređenja infrastrukture i procesa pružanja javnih usluga svojim građanima. JPP
poseduju potencijal za povećanje ekonomskog rasta i razvoja ukoliko se njihovo učešće
poveća u odnosu na tradicionalni način pružanja javnih usluga. JPP se koriste već više
od dve decenije u razvijenim privredama u velikom broju sektora, a sve više se posma-
traju kao element u setu rešenja za prevazilaženje problema neadekvatne infrastrukture
i javnog servisa u zemljama u razvoju. Ipak, da bi JPP mogla da ispune ovaj zadatak,
interesi uključenih strana moraju biti zadovoljeni. Pod tim se podrazumeva poboljšanje i proširenje broja usluga koji vlada obezbeđuje građanima prema sistemu veća vrednost za
novac ali i adekvatan povraćaj sredstava privatnim investitorima kao nagrada za preuzi-
manje rizika u zajedničkom projektu. U radu će biti predstavljen trenutni nivo penetracije
projekata JPP u razvijenim privredama sa posebnim osvrtom na uočene prepreke za brži
razvoj projekata JPP u zemljama Balkana i Srbiji.</dc:description>
  <dc:description xml:lang="eng">ABSTRACT:
Public-private partnerships (PPPs) are an important instrument for states to expand and
improve the infrastructure and process of providing public services to their citizens. PPPs
have the potential to increase economic growth and development if their participation
is increased relative to the traditional way of providing public services. PPPs have been
used for more than two decades in developed economies in a large number of sectors,
and are increasingly seen as an instrument in a set of solutions to overcome the problems
of inadequate infrastructure and public service in developing countries. However, for PPP
to fulfill this task, the interests of the parties involved must be met. This implies improv-
ing and expanding the number of services that the government provides to citizens under
the system with greater value for money but also an adequate return to private investors
as a reward for taking risks in a joint project. The current level of penetration of PPP
projects in developed economies will be presented in the paper, with special reference
to the identified obstacles to faster development of PPP projects in the countries of the
Balkans and Serbia.</dc:description>
