У ужем смислу, предмет проучавања је питање међународноправне заштите мањина, која је према преовлађујућем opinio iurs doctorum-у, непотпуна и партикуларна. Стога се посебно анализирају општа важећа правила међународног права, а затим и позитивноправна решења и стандарди европског међународног права. Ова анализа подразумева, поред осталог, и освртање на материјалне изворе постојећег права мањина на међународном нивоу. Први део дисертације је посвећен концептуалној анализи већинског начела и потребе заштите мањина, и састоји се из два одељка. У првом одељку првог дела овог рада се говори о античким поставкама политичке организованости друштва, те о развоју идеје и праксе међународног конституционализма; други одељак посвећен је анализи начела народности и узрока међуетничких сукоба, закључно са описом и коментаром зачетака савремене међународноправне заштите мањина. Други део дисертације је о питању титулара и појма мањина. Први одељак другог дела дисертације говори о дихотомији индивидуалних и колективних људских права, као и о мањинским правима као „индивидуалним људским правима са колективном димензијом.“ Други одељак другог дела дисертације подељен је у неколико целина, где се најпре излаже о „претходном питању“ стварних и правних мањина. У наставку, врше се одговарајућа терминолошка прецизирања и описују покушаји дефинисања мањина у међународном праву. На посебном месту се анализирају национална и етничка припадност као основна обележја појма мањина, а затим детаљно анализира сваки од осталих елемената појма мањина – бројчани критеријум, услов недоминантног положаја, критеријум држављанске везе и субјективни елемент. Трећи део рада посвећен је положају мањина у савременом међународном праву, и подељен је у три главна одељка. The subject of this doctoral thesis, in a broad sense, is a rigorous scientific analysis of current challenges that global society faces when it comes to the (legal) protection of minorities. In a narrow sense, the object of the study is the issue of international legal protections of minorities, which, according to prevailing opinio juris doctorum, is incomplete and particular. Therefore, it specifically analyzes the general rules of international law as well as the legal solutions and standards of European law and includes a look back on the principal sources of existing international laws promulgated for the protection of minorities. The first chapter of this thesis consists of two sections is devoted to a conceptual analysis of the Majority principle and the need to protect minorities. The first section begins by recalling the ancient setting of the political organization of society and describes the process by which the ideas and practices of international constitutionalism developed. The second section considers the principle of nationality and the causes of inter-ethnic conflicts and ends with a description and commentary of the beginnings of the modern framework of international legal protections of minorities. The second chapter deals with the question of the rights-holder and the concept of minorities. The first section discusses the dichotomy of individual and collective human rights and minority rights as “individual human rights with the collective dimension." The second section is divided into several parts in which it elaborates on the “previous question" of de facto and de jure minorities. In addition, it clarifies the appropriate terminology and describes official attempts to define minorities in international law. In a separate place, it analyzes nationality and ethnicity as the basic features of the concept of minorities, and then analyzes in detail each of the remaining elements of the concept of minorities: numeric criteria, the requirement of non-dominant position, citizenship criteria and subjective element. The third chapter is dedicated to the situation of minorities in contemporary international law, and is divided into three main sections.
