Успех чланства у Европској унији битно је детерминиран капацитетима државе чланице за реализацију заједничких политика, док су претприступни фондови инструмент ЕУ којим се ови капацитети подижу. У раду су посебно истакнуте регионална и пољопривредна политика Европске уније с обзиром на важност и у ЕУ (проценат буџета који се издваја за њихово финансирање), и на значај ових политика за будући развој Републике Србије. Сходно овим поставкама и методолошком опредељењу за приступ предмету (са аспекта јавне политике) Европска унија је опсервирана као систем заједничких политика, у контексту фундаменталних вредности којима цела Заједница тежи. Те вредности могуће је досегнути само ако се политике доследно реализују у пракси. Из тог разлога пажња је посвећена инструментима и реализацији политике (нарочито развојне), а она је блиско повезана са активностима локалних власти и заједница. Кад је реч о инструментима у првом плану су пројектна давања будући да је то начин како се користе претприступни фондови, као и каснији фондови након прикључења у ЕУ. У раду је анализирано стање развојних и демократских потенцијала Србије и указано је на комплементарност потреба Републике Србије и улагања Европске уније. Ова анализа је методолошки апроксимована и сведена на анализу стања у пољопривреди и пољопривредној политици те када је у питању економски развој на регионалне диспаритете. Такође је показано да услов за ефективно коришћење претприступних и касније развојних фондова у Републици Србији јесу задовољавајући апсорпциони капацитети дефинисани као оспособљеност за квалитетно вођење пројеката. This thesis focuses on pre-accession funds of the European Union and their impact on democratic and development potentials of local communities in Serbia. Successful membership in the European Union is highly determined by the capacities of member states to carry out common policies, while pre-accession funds are the instrument of the European Union to increase these capacities. The thesis particularly stresses regional and agricultural policies of the European Union, bearing in mind their importance in the EU (the budget percentage which is allocated to their funding), and the significance of these policies on the future development of Serbia. In accordance with these assumptions and methodological approach to the topic (from the aspect of public policy), the European Union was regarded as a system of common policies, in the context of fundamental values to which the entire Union aspires. Тhose values will be attainable only if the policies are consistently carried out in practice. For that reason, the attention was paid to the instruments and realization of the policy (particularly development policy), аnd it is closely related to the activities of the local government and communities. Regarding the instruments, project donations are highly important, as it is the way to use pre-accession funds, as well as subsequent funds after EU accession. The thesis analyzed the state of development and democratic potentials of Serbia and it also highlighted the complementarity of the needs of the Republic of Serbia and the investments of the European Union. This analysis is methodologically approximated and reduced to the analysis of the current state in agriculture and agricultural policy, and in terms of economic development, to regional disparities. It is also indicated that the condition for the effective use of pre-accession and subsequent accession funds in Serbia is satisfactory absorption capacity, defined as the ability to adequately manage projects. Finally, the thesis confirmed that pre-accession funds of the European Union are a great potential for the economic and democratic development of the local government and communities in Serbia. Thus, increasing the capacities of the entire society (the state and all levels of local government and civil society as a whole) for the creation, adequate management and implementation of projects should be the future strategic orientation of this country.
